Why Is Structural Inspection Necessary for Construction Projects?

STRUCTURAL ASSESSMENT

Structural assessment is a critical discipline that determines a building's resilience under environmental conditions, construction loads, and operational activities. Uncontrolled structural risks can disrupt factory operations, damage valuable assets inside and on top of the structure, or worse—threaten human life.

According to Clause 2, Article 3 of Circular No. 04/2017/TT-BXD issued by the Ministry of Construction of Vietnam, occupational safety management during construction is the responsibility of all participating parties. In this context, structural assessment is a crucial and mandatory step to assess whether a structure meets safety requirements, technical standards, and legal codes. It is the basis for ensuring legal compliance and safe commissioning of the building.

Scope of Work

  • Survey and prepare current condition drawings of the structure, describing structural types and layouts.
  • Assess load distributions across the structure: suspended systems (ceilings, MEP, fire protection, etc.), cranes, heavy machinery loads, mezzanine floors.
  • Test technical properties and quality of structural components: concrete strength, steel reinforcement in columns, beams, roof slabs, etc.
  • Detect structural defects: cracks, deformation, settlement, tilting, deflection... Recommend additional testing if abnormalities are found in welds, cracks, or foundation movements.
  • Perform calculations and prepare comprehensive inspection reports based on current standards: TCVN, steel and reinforced concrete standards, load and impact codes, etc.

Structural Inspection Process at E2CS

  • Receive and clarify client requirements and investigate causes of damage (if any)
  • Conduct preliminary survey and develop a detailed inspection proposal for client approval.
  • Perform on-site inspections and compare with design documentation.
  • Conduct material testing (hardness, strength, cracks, concrete grade, etc.) on-site or at a certified LAS-XD lab.
  • Analyze results and compile the inspection report.
  • Receive feedback and clarification requests from the client.
  • Provide recommendations for repair or structural improvement (if needed).
  • Prepare a cost estimate and technical solution plan for submission.

When Is Structural Inspection Necessary?

  • When visible signs of structural issues appear, posing safety risks: noticeable deflection, cracked roofs/walls/floors, or vibrations.
  • When altering building structure: adding floors or mezzanines, removing bracing or beams for functional or aesthetic purposes.
  • When adding new loads to the frame: installing cranes, suspended machinery, fire systems, cable trays, or rooftop solar panels.
  • For periodic evaluations as required by law or for maintenance, renovation, and lifecycle extension purposes.

Legal Basis for Structural Assessment

Structural assessment is essential to ensure safety, transparency, and legal compliance. At E2CS, inspection services are conducted in various cases, including: change of building function, vertical expansion, structural issues such as cracks, settlement, tilting, or foundation failure; dispute resolution between investors and contractors; routine structural checks for maintenance, upgrades, and service life extension; or upon request from regulatory authorities.

According to 9343:2012 Vietnam National Standard, the frequency of inspections depends

Classification of Construction WorksInspection Cycle
Structures exposed to chemicals or marine environmentsEvery 1–2 years
Special-purpose buildingsEvery 2–3 years
Public structures with high traffic Every 3–5 years
Residential and industrial buildingsEvery 5–10 years
